The inscription is probably an English transcription of the French phrase.
Other inscriptions found on brooches this type are usually religious in nature eg ANANISAPTA-I (Old Testament), AVE MARIA, Amen, DEI or Amor Vincit, a large part of the inscription is, however, difficult to interpret, eg AVMALVAMTTRVARM as well as that of the presented brooch.
